研究日本警察遏制犯罪基础对策只有从对策要求现在做成的样子、对策为什么要求做成现在的样子、今后要做成什么样子三个层次着手,才能发现对策本质、吸取对策精华并丰富自己的理论和实践。关于预防和打击犯罪的基础建设是世界性的研究难题之一,借他山之石应是可以选择的一条最佳途径。

This paper explains three levels of the Japanese police practice to curb crimes from countermeasures based on the current state, requirements for current countermeasures, and the trend in the future, to understand the nature, and the countermeasures of this practice. This paper suggests that it is an effective way to check crimes based on other country＇ s practice.
