校车立法之探究——从制度供给和需求的视角

The Legislate Research about School Bus——From the Perspective of Legal System Supply and Demand

甘肃校车事件后,以政府为主导的校车立法制度供给强势展开。文章从校车刚性需求、校车事故频发、校车监管混乱以及校车行业的发展这一实践出发,结合司法实践中对校车制度的需求对我国校车立法现状进行了梳理和分析,并以香港地区的校车立法为参照点,对我国目前时空条件下的校车立法制度供给提出或可借鉴的建议。

After Gansu school bus incident, government - led legislation of school bus began to supply. This paper discussed the point from the rigid requirements, school bus accidents and its industry, combined with judicial practice. Through the analysis of school bus＇ legislative status, with overview the Hong Kong$ legislative situation, a series of advices will be given in this paper.
