发挥公众参与在环境技术创新中的重要作用

Play the Important Role of Public Participation in Environmental Technology Innovation

近年来,在环境问题和环境技术创新方面,公众参与发挥着越来越大的作用。本文首先讨论了环境技术创新中公众参与的重要性,认为公众参与是理解环境污染对社区的影响以及进行环境创新的前提。其次阐述了公众发挥的作用,认为环境保护事业的发展与公众的积极参与密不可分。同时还从公众的信息获取与扩散,公众听证会、监督和咨询,公众的监督和发挥社会团体、非政府组织和志愿者的作用4个方面讨论了公众参与的方式。最后得出结论,认为我国环境保护事业起步以来,取得的巨大成就主要依靠政府,公众发挥的作用甚微,公众在主体、领域、过程和保障等方面参与环境技术创新的力度不够。

Recently,public participation is playing a more and more important role in environmental problems and technology innovation.Firstly,this paper discussed the importance of public participation in environmental technology innovation,and considered that public participation were the premise of the understanding of the environmental pollution to the community and the environmental innovation.Secondly,it stated the role of the public,and considered that the development of the environment protection and the active public participation are inseparable.Then,it discussed the methods of public participation,including information acquisition and diffusion,public hearing,supervision and consultation,and the role of social groups,non-governmental organizations and volunteers.At last,it came to a conclusion that since China＇s environmental protection industry start,the achievements were mainly attributed to the government.Public participation played little role in it.Public participation in environmental technology innovation was not enough in subject,domain,process,guarantee and etc.
