摘要
交通运输规划过程是政府一项重要的公共政策制定与决策过程,但由于受公众自身、政策执行主体、政策参与渠道等方面因素的制约,公众参与交通规划专业政策的程度较低。事先没有介入公众参与的规划决策,事后往往会引起不可预测的社会问题。通过借鉴国外公众参与的成功经验,探索适合交通规划决策制定过程特点的公众参与理论,结合国内案例分析交通规划政策制定过程中引入公众参与的内在困境,并尝试性探讨提高公众参与交通规划过程有效性的途径。
The transportation planning process is an important public policy formulation and decisionmaking process of the government, but owing to the factors of general public, policy executive body, policy participation channels, the public participation in traffic planning professional policy is within a low level. No prior intervention in public participation in the planning and decision-making afterwards often can cause unpredictable social problems. With the reference of foreign successful experience of public participation, this paper tries to construct the theoretical framework in public participation of the transportation planning process, to analyze conflicts of the transportation planning and public participation in the practice combined with domestic cases, and tentatively to attempt to study and improve effectiveness of public participation in the planning process.
