摘要
当前,以德为先用人标准在实践中存在着标准难量化、工作难操作、体系难健全、结果难定论等诸多问题。其原因主要是:考核评价的舆论氛围尚未形成、理论研究还不深入、队伍建设还比较薄弱。要解决这些问题,把以德为先用人标准落到实处,必须明确干部德的评价标准;拓宽干部德的考察途径;细化、量化考评指标,完善干部德的考察办法;用好干部德的考评结果,提高干部选拔任用的科学化水平。
Standards for promoting carder in a moral-oriented way will come across quite a few problems such as how to measure the standards, how to deal with the work ,how to promote the system and how to define the result. The major reasons for these problems are as follows: un-identified evaluation system with the public participation, simple theoretical research and the lack of manpower of the units. To solve these problems and fully carry out the standard of promoting carder in a moral-oriented way, many measures must be taken including: setting clear standard and method to evaluate moral status, specifying evaluation elements and properly applying the evaluation results to improve carders' promotion system.
