摘要
转变经济发展方式的根本目的在于提升国民的福利水平。我国在培育和再造经济发展方式转变内生动力方面存在诸多优势,而要开发运用好这些优势,需要重视社会福利的重要支撑作用。为此,必须以适度普惠为政策取向推动社会福利制度转型,从而为经济发展方式转变培育内生动力,为加快实现经济发展方式转变的最终目的与提升公众生活质量相统一提供基础性制度保障。
The fundamental objective of the transformation of the pattern of economic development is to improve the wealth of the Chinese people. We have quite a few advantages in how to cultivate the internal motivation to transform the pattern of economic development, whereas the social welfare system is greatly needed in order to explore and utilize these merits. Therefore, we must push forward the transformation of social welfare system in the orientation of moderate policy preference, which in turn, will cultivate the internal motivation for the transformation of economic development mode and provide systematic guarantee for the improvement of living standards of the people.
