Social Capital and Efficient Solution to Network Rumors

网络谣言几乎与群体性突发事件如影随形。互联网时代,如何有效治理网络谣言已经成为摆在各级政府面前的重要课题。实现网络谣言的有效治理,需要我们站在理论建构的高度,积极吸取各种方法进行分析,社会资本理论不失为一个有效的分析工具。社会资本与网络谣言治理之间存在一定的内在逻辑关联,社会资本是治理网络谣言的重要资源。当前,我国社会资本匮乏是网络谣言肆虐的重要根源。重塑政府公信力、加强网络法治建设和完善社会参与机制,不断提升社会资本存量是有效治理网络谣言的必然选择。

Network rumors always go with unexpected mass incidents. How to deal with network rumors becomes an urgent topic for different classes of governments. In order to work it out, we should view from theoretical perspective and analyze with various kinds of methods, one of which is the theory of social capital. Bearing certain kind of inner logical relation with the solution to network rumors, social capital is part of important resources to deal with network rumors. In current China the lack of social capital is the main cause of network rumors, therefore, it is of great necessity for Chinese government to rebuild public trust, strengthen law-guided administration of network and improve social participation mechanism so as to constantly increase its social capital.
