在新的时期,以往的控制性详细规划编制办法和成果形式已无法应对市场经济条件下城市发展的复杂性和多变性,从实践和操作层面已面临一系列困境,如无法充分体现其法律地位、无法满足规划管理要求等。2011年,《上海市控制性详细规划成果规范》针对传统控制性详细规划存在的问题,进行了一系列新的探索,强调面向设计,工具完善;面向管理,表述严谨;面向公众,易读易懂。

In the new period, the current compilation methods and outcomes form are unable to cope with the complexity and variability of city development under the condition of market economy and has faces a series of difficulties, from the level of practice and operation, such as unable to fully reflect its legal status, unable to meet the requirements of planning administration, etc. For the traditional problems of regulatory planning, the new Outcomes Standard undertook a series of new exploration. It puts more emphasis on design oriented, perfect tools; administration oriented, strict interpretation; public oriented, readable.
