Strengthen and Innovate the Historical Background Analysis of Social Management

加强和创新社会管理已成为目前全党的一项中心工作。本文从改革开放进入攻坚期的阶段性特征、我国传统社会管理体制与现实社会矛盾的不适应性、当今中国社会矛盾冲突的表现、国际关系的变化及历史教训等四个方面分析了加强和创新社会管理决策的时代背景、必要性和紧迫性。

To strengthen and innovate the social management has become a key task in our Party. The article analyzes the historical background, necessity and urgency to strengthen and innovate the social management from the following four aspects ： the staged conditions in the key stage of reform and opening - up ; the inadaptable aspects between traditional social management system and the real social conflicts; the manifestation of the current social conflicts in China; and the changes in international relations and historical lessons.
