“保红线,保发展”的转型期城乡建设用地统筹思路分析

以"保红线,保发展"为基本出发点,以统筹城乡建设用地为最终目标,选取区位优势、耕地和居民点地块分布、地形地貌、交通水文、主导产业等因素作为新村选址的关键因子,构建3种统筹城乡建设用地的具体思路。同时,对农户宅基地退出的意愿和自愿选择的安置偏好,具体规划时都要设置一定的可调整空间或机动性,以提高统筹城乡建设用地的可执行性,也有利于搬迁和安置后各种矛盾的解决和隐患的排除。新村居民点安置点的选址类型较好地考虑了上述因素,符合西南丘陵山区的自然与社会经济发展的实际。

To the basic starting point of ＂protect the red line and development＂ and the ultimate goal of the balance of urban and rural construction land,three specific ideas of urban and rural construction land were constructed by selecting the location advantages,the distribution of farm land and residential land and topography and traffic and hydrology and leading industry and so on.At the same time,the preference of the farmers homestead placement will and voluntary choice must set a certain space or the flexibility to adjust in order to increase the enforceability of urban and rural construction land and was conducive to resolve the various contradictions and pitfalls of the exclusion.The above factors should be taken into account well in the village location types of residential settlements,which was consistent with the actual of the hilly area southwest natural and social and economic development.
