CAFTA框架下广西提高农产品对外贸易竞争优势的思考

Considerations on Improving Competitive Advantages of Foreign Trade of Guangxi Agricultural Products in CAFTA Framework

分析了CAFTA框架下广西农产品对外贸易发展的现状及存在的问题,广西农产品对外贸易在呈现快速增长态势的同时,商品结构单一;出口市场分布不合理;出口商品密集型和劳动密集型为主,产品附加值不高;农产品品牌缺乏,总体国际竞争力不强。提出了CAFIA背景下,培育广西农产品对外贸易竞争优势的对策建议:出口市场结构由现在的单一化逐步向多元化趋势转变;出口商品结构从现在的要素禀赋导向逐渐向国际市场需求导向转变;农业生产由传统农产品向优势互补特色农产品转变;贸易结构由土地密集型农产品向劳动、技术密集型农产品转变;商品贸易结构从低价恶性竞争向高附加值竞争转变;政府职能从传统的单向指导型向现代的适应出口要求的综合服务监管型转变。

The current situation of foreign trade and development of Guangxi agricultural products and the existing problems in CAFTA framework were analyzed,the foreign trade of Guangxi agricultural products showed increase trend quickly,when the single configuration of commodities was appeared;the distribution of export markets was not rational,export products were mainly resource-intensive and labor intensive,added value of products was not high;and lack of brand of agricultural products,the general international competitiveness was not strong.Thus,suggestions and countermeasures for training competitive advantages of Guangxi agricultural products under the background of CAFTA were put forward.The structure of export markets was transferred from simplification to diversity gradually;the structure of export commodities was changed from factor endowments oriented to the international market demand orientation gradually;agricultural products were changed from traditional agricultural products to advantage complementary feature agricultural products;trade structure was transferred from land intensive agricultural products to labor and technology intensive agricultural products;trade structure of products was transferred from low-cost malignant competition to high added value competition;government function was transferred from traditional one-way guidance to modern integrated service supervision what adjust to export requirements.
