摘要
生物碳汇扩增在发展低碳经济中具有特殊的作用,海洋渔业在节能减排和发展碳汇产业方面起着不可忽视的作用。从我国海洋渔业的碳汇功能出发,运用信息经济学的理论与方法,构建政府与企业间的委托—代理激励模型,对政府和企业的行为进行分析。政府为了提高激励政策的有效性,一定会积极掌握各方面的信息以了解企业的努力程度。并且得出在信息非对称的情况下政府需要通过一定的激励机制刺激海洋碳汇渔业的发展,参照变量的加入证明政府在制定激励政策时,应综合考虑环境因素;激励机制中激励系数的确定与个体的努力程度相关。
Biological carbon sink amplification has a special role in developing the low-carbon economy. Marine fisheries play an important role in developing the energy-saving emission reduction and carbon sink industry. Based on the carbon sink function of Chinese marine fisheries, the paper used the theory and method of information economics, built the principalagent motivational model between government and companies to analyse the behaviors of government and companies. In order to enhance the effectiveness of incentive policy, the government will keep abreast of all kinds of information to understand the degree of companies' effort. In the case of Asymmetric information, the government, going through certain incentive mechanisms, will stimulate the development of fisheries based on the carbon sink. Reference variables proved that when the government makes incentive policies, environmental factors should be considered. The determination of excitation coefficients in the incentive mechanism depends on the degree of individual efforts.
