海岸带区域经济发展中的政府作用探析

海岸带是人类赖以生存发展的最重要的居住地和经济资源开发利用强度最大的区域,具有生态系统的脆弱性、产权及管理权结构的复杂性及经济发展的外向性等特征。中国海岸带区域发展中存在未形成统一管理机制、区域统筹和陆海联动不够协调、经济发展与环境保护之间存在矛盾等问题。政府应加强海岸带规划管理的立法、制定和实施海岸带区域规划、加强海洋基础调查研究、建立海岸带生态环境监测体系。

Coastal zone is the most important place of residence on which beings rely for existence and development and the most intensive area of resource utilization. The characteristics of coastal area are the vulnerability of ecological systems, the complex property rights and ownership structure and the export-oriented economic development. The problems of the regional development of coastal area of China are lack of unified management system, insufficient coordination between regional planning and land-sea interaction, and conflicts between economic development and environment. The government should strengthen the management of coastal zone planning 1 marine basic research, egislation, development and implementation of coastal zone planning, the and establish the coastal ecological environment monitoring system.
