经验与反思:民族学视野下的湘西地区民族政策——以油茶种植的政策扶持变迁为例

Experience and Reflection:Ethnology in the Policies for Minorities in Xiangxi Prefecture:A Case study of the changes in Camellia Oleifera Planting Policies

长期以来,在湘西地区执行的民族政策,基本主题都是围绕"扶贫攻坚"的理念而展开。进入21世纪后,与全国的其他地区一样,生态建设等新问题同样突出地摆到了民族工作者的眼前。因此,如何把这些新内容与此前曾经执行过的民族政策做一番梳理,并从中归纳出有用的经验乃是时代所使然,也是民族工作者的职责所在。文章将以湘西地区扶持油茶产业发展的相关政策为例,意在说明民族政策不但需要与时俱进,而且也需要科学研究的支持和指导,而这正是可资推广和借鉴的经验。

Since a long time ago,policy for minorities in Xiangxi Prefecture was implemented mainly for the course of poverty eradication.From the threshold of the 21st century,new issues like ecological construction came into the sight of the policy-makers as other parts of China.It is therefore the requiremnents of the modern society as well as the policy-makers＇ responsibilities to make an analysis of the new issues and the former policies so as to induce useful experiences.The present study takes the policy to support camellia oleifera planting in Xiangxi Prefecture,Hunan Province an example to illustrate that policies for minorities need to keep pace with requirements of the modern time,but also require the support and guidance from scientific research,which is just a valuable experience for the policy-making.
