摘要
本文采用系统化思考方法,对中国公立医院重组作了探讨。通过建立管理能力、法人治理和社会责任整合框架,重点论述:社会责任是公立医院的核心目标,法人治理是实现目标的前提,管理能力是实现目标的基本保证,利益相关者是连接管理、治理和责任的核心。只有在整合框架下全面、统筹地分析公立医院改革和重组所涉及到的外部环境影响,内部各利益团体博弈的干扰,才能保证重组顺利实施,并最终实现公立医院的使命和责任。
The systematic thinking approach was applied to discuss the public hospital restructuring, and the integrated framework was proposed including the establishment of management capability, corporate governance and social responsibility, with emphasis on : Social responsibility is the core objective of public hospitals; corporate governance is a prerequisite to achieving its objectives; management capability is the basic assurance for achieving goals. Stakeholders are the central connection between management, governance and responsibilities. Only under the integrated framework, with the analysis of the external and internal environmental impacts, and the influences of internal stakeholders, can a smooth implementation of restructuring, and ultimately the mission and responsibility of public hospitals be achieved.
