论我国医疗执业保险制度——对宁波医疗责任保险试点的实证分析

On the Medical Practising Insurance System in Our Country--An Empirical Analysis on the Medical Liability Insurance Pilot in Ningbo

近年来医疗纠纷已成为我国社会热点问题；宁波市医疗责任保险的实践表明，完善的保险制度可以在医疗纠纷解决中发挥重要作用。通过建立全国统一适用的医疗执业保险制度，根据医疗行为是否存在过失，由保险基金分别给予经济赔偿与经济补偿，可以分散医疗风险、分担损失，有效解决医疗纠纷。

In recent years, medical disputes have become a hot issue in our country, and the medical liability insurance practice in Ningbo shows that a perfect medical insurance system can play a very important role in settling medical disputes. By establishing the unified nationally- applicable medical practising insurance system, giving financial compensation and economic compensation respectively by insurance fund according to the faults of medical behavior, we may scatter medical risks, share loss, and settle medical disputes effectively.
