社会资本参与公立医院改制的类型和模式探讨

A Probe into the Types and Modes of Social Capital＇s Involving in Public Hospital Restructuring

国务院《关于进一步鼓励和引导社会资本举办医疗机构的意见》提出了多条措施放宽社会资本举办医疗机构的准入范围，引导社会资本以多种方式参与公立医院改制，积极稳妥地把部分公立医院转制为非公立医疗机构。随着医改的深入推进，越来越多的社会资本将参与到公立医院改制当中。本文归纳了现有的社会资本参与公立医院改制的几种类型和模式，并对这几种类型和模式可能出现的问题作了简要分析，为社会资本参与公立医院改制提供参考。

On Further Encouraging and Guiding Social Capital to Establish Medical Institutions, issned by the State Council many methods are presented to widen the entrance for social capital to establish medical institu- tions, guide the social capital to involve in the public hospitals restructuring in different ways and transfer some public hospitals into non-public hospitals actively and prudently. With the advancing of medical reform, more and more social capital involves in the public hospitals restructuring. This paper sums up the types and modes of current social capital＇s involving in the public hospitals restructuring, analyzes the potential problems of them, and provide reference for the social capital＇s involving in the public hospitals restructuring.
