四川藏区基层组织建设与社会稳定的关键

THE KEY TO THE PARTY ORGANIZATION CONSTRUCTION OF THE GRASS-ROOT LEVEL AND THE HARMONIOUS SOCIETY IN THE TIBETAN AREAS IN SICHUAN

新中国建立以来,四川藏区发生了深刻的社会变迁和社会转型,在中国共产党的领导下,挫败了民族分裂主义,维护了国家的统一与尊严,基层组织建设是藏区稳定的重要保障和前提。但在市场经济大潮的冲击下,干部机制、党政工作机制缺乏应变能力,大批干部和专业人才流失,四川藏区基层组织发展一度出现停滞的状态。本文在总结国内外经验的基础上,提出发扬党的优良传统,紧紧依靠当地人民群众,探索完善新机制,不断强化基层政权等措施是稳定藏区的战略性抓手。

Sharp social changes have taken place in Tibetan areas in Sichuan since the foundation of China.Under the leadership of the Chinese Communist Party,nationality splittism has been defeated and our national unity has been maintained,in which the Party organization construction at the grass-root level has played the key role.But in the environment of market economy,faculty organism and Party work have not adopted it.Thus many professionals left there to stop the development of the Tibetan areas in Sichuan.On the base of probing the experience at home and abroad,this paper comes up with the strategic measures to highlight the good traditions in the Party,to depend the local people,to explore perfecting new mechanism and to emphasize the Party organization construction at the grass-root level in order to keep the stabilities the Tibetan areas in Sichuan.
