Building BBS in Universities as a Public Opinion Platform and Development of Deliberative Democracy

在我国基层民主实践中,大学作为一个孕育民主的重要场域发挥着重要的作用,大学的民主发展在当前呈现出一个新的发展模式,即以BBS为公共舆论平台的商议民主的发展。商议民主具有维护个体自由、克服理性无知、捍卫平等的重要价值,而以BBS这一公共舆论平台建设为基础形成的公共领域对当代中国行政集权民主制产生了重大挑战,本文将讨论高校BBS公共舆论平台的建设与商议民主发展的关系。

Universities, as a field of nurturing democracy, play an important role in the prac-tice of democracy in China. The current development of democracy in universities presents a new model, which is deliberative democracy on the basis of the building of BBS as a platform of public opinion. Deliberative democracy is the key to maintaining individual freedom, overcoming rational ignorance and defending the value of equality. The development of BBS, a platform of public opin- ion, makes a great challenge to administratively centralized democracy. This paper will discuss the relationship between building of BBS as a platform of public opinion and the development of delib- erative democracy in universities.
