摘要
人力资源是社会经济发展的基础,是科技和生产力进步的前提条件。开发人力资源,增加社会人力资源现实存量,提高人力资源质量,是世界各国一致的呼声和目标。然而,人力资源的载体是有思想、有社会性、有主观能动性的人,而人是存在于特定的宏观环境中,人的发展会受到宏观环境的制约,因此,人力资源的开发也会受到宏观环境的影响,其中文化环境对人力资源开发的影响最为深远。分析我国人力资源的开发是如何受到文化环境各因素影响的,并制定出相应的对策,对培养高质量的人才有着深远的意义。
Human resources are the basis for social and economic development,and a prerequisite for progress of technology and productivity.Developing human resources to increase the stock,improve the quality is the world's voice and the same goal.However,the carrier of human resources is human beings who are initiative,thinking,social.Human development will be subject to the constraints of the macro-environment,therefore,human resource development will also be influenced by macro-environment factors.Cultural environment is the one which has the most far-reaching impact on human resources development.The analysis of the various factors can help develop appropriate strategies.
