在阐述解决新型农村社会养老保险与企业基本养老保险衔接问题必要性基础上,提出两制衔接的指导原则,并围绕资金转移和缴费年限的折算两方面对两者如何衔接设计出具体思路。

Based on elaborating the necessity of solving the transfer and connecting of new rural endowment insurance system and the basic endowment insurance system for urban workers, this paper puts forward some guidelines for the connection of two systems , and gives specific ideas about the transfer of funds and the discount of payment period between two systems.
