统筹城乡社会养老保险体系建设研究——以安徽省安庆市为例

A Study on the Construction of Urban-Rural Social Pension Insurance System——A Case from Anqing City in Anhui Province

安庆市的社会养老保险体系建设不断向前推进,然而安庆市农村社会养老保险制度建设缓慢,覆盖面窄,管理层次低,待遇水平低,经办机构管理服务水平有待提高。其原因在于城乡二元结构的长期存在、地方经济发展缓慢、农村劳动力大规模转移就业和人口老龄化。加快建设新型农村社会养老保险制度,必须调整财政支出结构,加大投入;强化基金管理,保证基金的保值增值;实现家庭成员的互助共济,防止新农保制度的逆向选择;加强组织领导,建立高效的经办管理机构。

The construction of social pension insurance system of Anqing City is being pushed forward,but there exist some problems in rural pension insurance system,such as slow development,limited coverage,low treatment,poor management and service of the agencies.The reasons lie in the long-standing dual structure in urban and rural areas,the slow development of local economy,massive transfer of the rural labor and the aging population.In order to speed up the building of new rural social pension insurance system,we must adjust the structure of financial expenditure to increase input;strengthen the management of insurance fund to guarantee or increase its value;achieve mutual help of the family members to prevent adverse selection of the system;strengthen the organization and leadership to establish effective administration.
