关于通过地方立法治理出生人口性别比升高问题的思考

Reflection on Managing the Problem of Increasing Sex Ratio at Birth through Local Legislation

本文立足于我国出生人口性别比偏高问题，着重对地方立法治理出生人口性别比进行了分析和归类，进而在梳理地方立法规定的基础上指出地方立法的效果及不足，并从推动国家立法、完善地方立法、严格落实监管制度等方面提出做好出生人1：2性别比综合治理工作的有关建议。

This paper conducts research on the problem of comparatively high sex ratio at birth（SRB）, focuses on the analysis and classification of local legislative control of the birth rate, points out that the effect of local leg- islation is insufficient on the basis of combing local legislation, and puts forward some proposals on the compre- hensive management work of SRB from the perspectives of promoting state legislation, improving the local legisla- tion and strietl implement of suoervision svstem, etc..
