南京国民政府对工伤保险比较重视,在《工厂法》和一些地方法规、部门规章中对工伤保险作了较为详细的规定。这些法律法规在政府强力推行下,取得了一定的成效。但由于立法本身不完善,立法在执行过程中存在诸多弊端,其执行效果与立法初衷相距甚远。

National Government put more emphasis on the work injury insurance, in the ＂factory law＂ and the local laws, regulation on work injury insurance sector made more detailed provisions. These laws and regulations by government force have obtained certain results. But because of imperfect legislation, the implementation process incurs many problems, which is severely against the original legislation intention.
