试论宪政社会的标准及实现

Standard and Realization of Constitutional Society

尽管人们对宪政的概念理解不同,但宪政社会的基本内涵即权力的制约和权利的保障还是为人们所认同。从宪政内涵引申出来的宪政的标准即政府权力的分立、制约与公民权利的保障则对于构建宪政社会具有重要的指导作用,国民教育的普及和地方自治的实施对宪政社会的实现起着重要的作用。

Although people hold different views about the concept of constitutional system,the basic content of constitutional society—power restriction and right protection has been accepted.The standard of constitutional society—restriction against powers of government and protection of rights of the people can direct us to structure our society;In addition,popularize the education of citizen and implement the local autonomy system can contribute to the realization of constitutional society.
