摘要
信访制度与监察专员制度是在不同的文化背景中产生的制度,但这两种制度都是以权利制约权力的制度,所以它们属于同类制度。信访制度与监察专员制度有许多相同点,同时也有重要的差异。监察专员制度已经得到世界上120多个国家和地区的采用,它的成功对于中国信访制度的改革具有重要的参照价值。
The petition system and the Ombudsman system came into being in different cultural background. The two kinds of system are the system by which powers are restricted by rights. In this sense, they are similar systems. The petition system and the Ombudsman system have many Similar points but they also have important differences. The Ombudsman system has already spread to more than 120 countries and regions in the world. Its success has the important value in terms of the reform of Chinese petition system and the establishment of Chinese national human rights institution.
