建设北京世界城市视角下的环首都圈发展规划研究

Research on the Development of Metropolitan Region of Beijing： New Approach on Constructing a World City

伴随世界经济重心东移和中国国际地位崛起，中国巨型区域发展与世界城市建设成为关注的焦点。北京建设世界城市，面临人口快速增长、空间急剧扩大、交通拥堵、住房短缺、环境污染、生态退化等问题。环首都地区在疏解城市功能、协调水和土地资源等方面具有独特的区位优势，能够为北京建设城市发挥重要作用。国家“十二五”规划纲要明确提出打造首都经济圈的目标，环首都地区的发展处于重要的战略机遇期。本研究从北京建设世界城市的视角，以绿色、可持续、增长拉动与增长管理相结合为规划理念，建立分层次的规划目标和策略，从空间、人口、新城、产业、交通、水资源、能源、生态环境保护和城乡统筹等方面提出规划方案和实施措施。实现环首都绿色经济圈服务首都、对接北京、和谐发展的目标，将河北省环首都地区建设成为北京世界城市的重要组成部分。

Abstract Along with the eastward shift of the global economic center and the rise of China＇s international role, the mega- region development and world city con- struction in China arouse more and more attention. To construct a world city, Beijing faces a series of urhan problems, such as population explosion, urban space expansion, traffic congestion, housing shortage, environment pollution, and ecology degradation. The area surrounding the capital owns unique advantages in undertaking excessive urban function, coordinating water and land resources, etc., which make remarkable contributions to the construction of the world city of Beijing. The Outline of the 12th Five-year Plan proposes the strategy of constructing capital metropolitan region, so it is a great strategic opportunity for the development of the area surrounding the capital. From the perspective of Beijing constructing a world city, the research tries to promote the concept of green and sustainable planning that com- bines growth-driven mechanism with growth-management model, and establi- shes layered objectives and strategies. It discusses the specific plan and implementation measures from spatial structure, population, new town system, industry system, transportation, water and energy resources, ecological environment protection and urban and rural integra- tion. To realize the development goals of green economic circle area surrounding the capital, efforts should be put into serving the capital, connecting with Beijing, achieving harmonious development, and building this area into a significant constituent of the world city Of Beijing.
