环首都圈非连续统一带战略构想

Concept of Discontinuous Continuity Applied in the Strategic Plan for Metropolitan Region of Beijing

本文为环首都绿色经济圈总体规划的介绍性文章。本规划构想以东京都首都圈规划的近半个世纪的经验与教训为参照，提出了中国环首都圈域“非连续统一带”的发展愿景构想，主要包括3个方面：①环首都地区的3个层面的地域发展战略；②环首都经济圈的“有机网格发展带”和“自律性都市圈”并存的广域空间发展布局；③设立保障战略性规划实施的跨行政区域的组织机构，提出了中国环首都圈的宏观构想的可能性。

This paper introduces the mas- ter plan for the Green Economic Metropolitan Region of I3eijing. The Metropoli- tan Strategic Plan of Tokyo, established 50 years ago, was the target of compari son for this plan in order to present the concept of ＂Zone of Discontinuous Continuity＂ in the capital region of China. This plan is composed of： （ 1 ） regional development strategies in three different levels; （2） spatial vision; and （3） desirable form of organizations.
