区域功能过滤视角下的环首都圈双“C”型环带发展战略

The Double-C Zone Development Strategy for Metropolitan Region of Beijing from the View of Regional Function Filter

本文是环首都绿色经济圈总体规划的介绍性文章。本次规划以韩国1960年代开始经历的首都圈政策变迁作为经验参照，提出了综合性的空间结构——基于功能过滤的双“C”型外环发展战略构想。具体构想包括：①建立环状交通网，增强区域连接体系；②导入过滤功能分析，建立区域间功能的双向互补关系；③制定多功能集群化发展战略，形成特色化、差异化的产业空间结构；④制定生态保护和恢复策略，实现区域可持续绿色增长。通过这4大战略来实现构建环首都绿色经济圈、疏解首都北京的人口和功能、缩小区域发展差距的目标。

This article is an introduction of the Master Plan of the Green Economic Metropolitan Region of Beijing. With the Metropolitan Region of Seoul＇s series of changes as a reference, the article proposes a comprehensive spatial structure-- the douhle-C zone development strategy from the view of regional function filter. It includes： （1） Establishing circular transportation network to enhance the regional connection system; （2） Introducing filter function analysis to establish the regional function inter-complementa- ry relationship; （3） Establishing the multi-functional cluster to form an indus- try spatial structure with distinctive characteristics; （4） Establishing the ecological protection and recovery strategy to a- chieve sustainable green growth. These strategies are made to achieve the goal of developing the Metropolitan Region of Beijing, relieving the population and function of Beijing, and narrowing down the gap in regional development.
