“另案处理”监督工作的制度构建

Construction of the System of Supervision on "Handling Separately"

"另案处理"是公安机关在侦查过程中的一种案件处理方式,但在实践中缺乏有效监督,侦查权呈现日益被滥用的趋势。因此,应从立法上、技术上、制度上构建全方位的"另案处理"监督机制,促使检察机关内部形成监督合力,督促公安机关及时侦破案件,对犯罪嫌疑人进行依法追诉。

＂Handling separately＂ is a way of handling cases of public security organs in the investigation process.However,there is not effective supervision in practice,and the right of investigation shows a trend of being abused.Therefore,supervision on ＂handling separately＂ should be built up with a full range through legislation,technique,and system and then promotes the formation of supervisory force within procuratorial organs,urges the public security organs to detect cases timely,and prosecutes the suspect according to laws.
