生产要素对农民收入增长的制约研究

A Study about the Constrains from Productive Factors on the Growth of Farmers' Income

农民收入增长缓慢是"三农"问题的关键,农民收入增长缓慢是因为农民所拥有的生产要素回报率过低。农民拥有的土地、劳动、技术、制度等生产要素的质量和供给状况,制约了农民的收入的增长。农业利润率低导致农民要素回报率低,而农业用地回报率低又造成农村利润率低,农村土地产权制度制约着农业用地回报率。所以,通过农村土地产权制度改革,缓解土地回报率降低趋势,进而缓慢农业利润降低趋势,从而缓解农民收入增长缓慢问题,为解决"三农"问题提供了可能的思路。

The problem of famers＇ineome is the key of ＂Three Rural Issues＂. Farmers~ income increases very slowly because of the low relative rate of return of productive factors. It is productive factors＇ bad quality and excessive supply that handicap famer＇s income growth. Rate of return on agricultural land is due to the low profit of agriculture, which is caused by rural land property rights. So, we can prevent the return of land and agricultural profits continuously to decreasing through reforming of rural land property rights, which may be a great way to solve ＂Three Rural Issues＂.
