Study on Government Procurement Promoting SMEs Development

分析了政府采购的基本功能和公共政策功能,探讨了政府采购促进中小企业发展的机制及面临的挑战。结合国内外政府采购的制度安排与典型经验,提出了利用政府采购的基本功能和公共政策功能促进我国中小企业尤其是科技型中小企业发展,并围绕政策体系构建上的政策导向、政策实施、政策监督三个方面提出对策建议。

The article first classifies the basic function and public-policy oriented function and the challenges ahead for government procurement,and details on the mechanism that government procurement promotes small and middle enterprises（SMEs） development.Then,it analyses the institutional arrangement and general measures on how government procurement be implemented abroad and at home and the present status in China for SMEs.Finally,it proposes that a policy framework consisted of orientation,implementation,monitoring be established with concrete measures for government procurement to promote SMEs development.
