政府购买体育服务的个案考察与思考——以长沙市政府购买游泳服务为个案

Governmental Purchase of Sports Service——A Case Study of Changsha City Government's Purchasing Swimming Service

政府购买体育服务是转变政府职能、建设服务型政府的重要举措,也是构建公共体育服务体系的必然途径。以长沙为个案考察了政府购买游泳服务的模式、特征、关系、意义与经验,提出了完善政府购买体育服务的制度、健全政府购买体育服务的机制、扩大政府购买体育服务的投入、加强政府购买体育服务的监管、理顺政府购买体育服务的关系等进一步完善政府购买体育服务的建议。

The government＇s purchasing sports service is an important measure to transform the governmental functions and to build a service-oriented government, and also is the way to construct public sports service system. Based on the investigation of the mode, characteristics, relationships, meaning and experience of the goverument＇s purchasing sports service, the improvement of its mechanism, the expansion of the investment, the strengthening of the supervision and the straightening out of the relations.
