摘要
绩效支付体系已经在多个国家得到了实施。通过探讨一些国家卫生系统实施绩效支付体系的情况以及实施过程中出现的问题,对我国建立卫生系统绩效支付体系提出了建议:(1)注重成本和长期效益;(2)重视服务对象的主观感受;(3)注意防止出现增加服务接受者成本的情况;(4)将试点首先放在公共卫生领域;(5)采取动态阶段式绩效支付体系。
Performance-related pay(PRP)has been implemented in many countries. By describing PRP in some other countries' health system and discussing some problems in the implementation process, the paper proposed some suggestions for establishing PRP scheme in Chinese health system. (1) focusing on cost and tong-term effectiveness; (2) paying attention to service recipients' subjective feelings; (3) preventing the service recipients' cost from increasing; (4) trying PRP in public health first; (5) taking a dynamic and staged PRP system.
