无论是政府系统内还是学界,对大学"章程"一词的使用,存在着语意不清、适用范围混乱的现象。大学应依据政府法律法规和大学规程,制订相应的针对具体事务、具体人员、具体领域的"规定",以区别于立法机构或政府教育主管部门为设立大学而制定的法令(act)、条例(ordinance)、特许状(charter)等。大学规程的要义,是要清晰确立负责学校决策、行政、学术的有关组织机构以及其产生、组成、运行等的规则和程序。
