边疆作为国家的边缘性区域,既有地理内涵,也承载着丰富的历史文化意蕴,是一个国家政治、经济和文化的综合反映。其中,国家形态,特别是国家主权的形态,对边疆的影响最为深刻和直接。从前民族国家,到民族国家,再到全球化阶段,人们对边疆的理解正由"国家"范式向"全球"范式转变,边疆的内涵、形态与界限都随之发生着深刻的变化。边疆呈现出从具体、有形的地理区域,向模糊、无形的利益范围转变的趋势。但受全球化范围与程度的限制,目前,人们对边疆的理解仍处于两种范式的共同支配下,传统边疆的终结与现代边疆的生成,交织共存。准确把握边疆的动态内涵,是国家进行边疆治理的前提和基础。

Borderland as the frontier region of a nation has both geographical implications and rich historical and cultural connotations, and can mirror a comprehensive picture of the politics, economics and culture of a nation. Of all the factors, the national form or especially the form of national sover- eignty exerts the strongest influence on the borderland. With the development of the nation-state and the quickened steps of globalization, there have been some obvious changes in the understanding of the implications, forms and boundaries of borderland, that is, a change from the national concept to the global concept. The concrete and visible geographical division has become somewhat vague and invisi- ble. However, with different impacts of globalization, the two concepts of the traditional borderland and the modern borderland have coexisted. Thus, a correct understanding of the dynamic implications of borderland is the precondition and foundation for a nation to carry out a proper borderland administration.
