民主与民生:人民民主的中国逻辑

在现代化发展使民主化成为必然选择的条件下,建构稳健民主化战略并使其与现代化发展保持良性的互动关系,不仅对民主化本身的健康发展有利,而且对现代化的持续稳定发展有益。在中国,这种稳健的民主化战略,不仅体现为民主建设的渐进性和现实性,更为重要的是体现为要将民主建设与民生建设有机结合起来,追求民主化的民生绩效。这种战略形成的制度基础就是人民民主。人民民主的本质是人民当家作主,既要保障人民在国家中的地位,又要保障人民生存与发展。所以,民主与民生结合,是人民民主的内在要求,也是人民民主的特色所在。

Under the condition that the development of modernization has turned democratization into an inevitable choice, building up a prudent democratizing strategy which keeps a benign interaction with the development of modernization, is not only favorable to the healthy development of democratization itself, but also helpful for the sustainable and steady development of modernization. In China, such a prudent democratizing strategy not only displays the graduality and reality of the construction of democracy, but also more importantly displays the organic combination of the construction of democracy with the construction of people＇ s livelihood, for the purpose of pursuing the achievement of democratization in people＇ s livelihood. The institutional basis formed by such a strategy is people＇ s democracy. The essence of people＇ s democracy is that people act as masters of their own country, which can guarantee both the people＇ s status in their country and the people＇ s existence and development. Therefore the combination of democracy with people＇ s livelihood is the inherent needs of people＇s democracy and also the unique characteristic of people＇s democracy.
