中国环境污染责任保险试点评价及优先发展区域与行业选择

Experimental Programs of China′s Environmental Pollution Liability Insurance and Selecting the Priority Development Area and Industries

利用数据包络分析的多风险综合评价方法,对2001年～2009年中国30个省份、38个行业的环境污染风险进行评估,以此对中国环境污染责任保险试点做出评价,对中国环境污染责任保险的优先发展省份和行业做出选择。主要研究结论和建议是:环境污染责任保险的试点分布具有合理性;中国有12个高风险省份应该是环境污染责任保险的优先发展省份;有6个高风险行业应该是环境污染责任保险的优先发展行业;在山东、江苏、河北、河南、浙江和广东针对上述6个行业优先发展环境污染责任保险不失为明智之举。

Using the DEA risk evaluation method,the environmental pollution situation of China＇s 30 provinces and 38 industries from 2001 to 2009 were evaluated. Based on that,the experimental program of China＇s environmental pollution liability insurance （EPLI） were evaluated and a choice for the priority development provinces and indus- tries of China＇s EPLI was made. The main conclusion and suggestion were：the experimental programs for China＇s EPLI were appropirately distributed ;the 12 high-risk provinces should be the priority development provinces ;the 6 high-risk industries should be the priority development industries for China＇s EPLI;it was viable to select the 6 high-risk industries in the Shandong,Jiangsu,Hebei, Henan,Zhejiang and Guangdong provinces as the priority development industries for China＇s EPLI.
