摘要
碳排放权交易作为减少温室气体排放的有力措施之一,越来越受到世界各国的关注。从碳排放交易的过程来看,碳排放权具有稀缺性、排他性、可交易性、可分割性等产权特征。欧盟温室气体排放交易体系以其成熟的运作模式成为全球减排温室气体的典范,并有其独特的特点、方式及其制度保障措施。建立我国碳排放权交易体系,必须提高对碳排放权交易价值的认识,加强碳排放权交易相关人才的培养,完善碳排放权交易市场的基本制度建设。
Carbon emission trade as a powerful measure to reduce greenhouse gas emission is attaching more and more attention around the world.EUETS with its unique mode of operation becomes a model of global emission of greenhouse gases.This paper focuses on analysis of the EUETS＇ operation characteristics,methods and system safeguard on the basis of the comparative study of the world＇s major carbon emission trading system.Then it discuses the Chinese carbon emission trade at present.Finally,it gives out the ways that we should make the combination of the administrative and market mechanism,increase efforts to train personnel and improve the basic system construction of carbon emission.
