民族地区开放度的现状分析及提升对策

An Analysis of the Degree of Openness in Minority Areas in China and the Improvement Measures

我国的发展经验表明,对外开放对经济发展具有重要的意义。民族地区的开放度远低于全国平均水平,发展民族地区经济,进一步扩大对外开放是必要的,也是可行的。提升开放度的核心思路就是提高民族地区对外开放的主动性、规划性、层次性及政策性。

It is a proved fact that opening to the outside world plays an important role in the economic development. The opening degree of minority areas is very much lower than the average level of whole Country. It is necessary and possible for minority areas to improve local economy and open further. Some essential ideas for improvement are to enhance the initiative, to plan effective programming, to carry out hierarchical development, and to set down permanent policies of openness in minority areas.
