高校党性教育在发展过程中存在入党前重视考察培养,入党后忽视持续教育的现象。一方面与现有的体制有关,另一方面也与大学生入党后面临着顶岗实习、毕业找工作的情况有关。锥型模式的构建,就是要建立一种目标明确、操作简易、管理规范、环境友好的制度。使高校党性教育形成制度化、信息化、人性化、终身化。
