产业集群产学研协同创新机制——基于保定市新能源及输变电产业集群的案例研究

Industrial cluster I-U-R synergy innovation mechamism——case study of baoding new energy& electric power transmission and distribution cluster

基于产业集群产学研协同创新理论,以全国唯一一家国家级新能源与能源设备产业基地———保定市新能源及输变电产业集群的产学研协同创新为案例研究对象,初步探讨中国科技产业集群的产学研协同创新过程及其机理,解释保定新能源与输变电产业集群如何通过产学研协同创新,在短短十年内取得显著成效,实现了政府引导和创新项目带动下提升集群创新能力的原因与特征。该研究成果对提高科技产业集群的产学研协同创新绩效具有较大的理论价值和实践指导意义。

Based on industrial cluster I-U-R synergety innovation theory,this research takes the I-U-R synergety innovation of Baoding Bnew Energy Electric Power Transmission and Distribution Cluster as a research case,which is the only National Industrial Base of New Energy and Its Equipment,to explore the process and its mechanism of Hi-Tech industrial cluster in China,to explain based on I-U-R synergety innovation how Baoding New Energy Electric Power Transmission and Distribution Cluster can get such a great achievement within ten years that its characteristics and reasons could be found,which are the successful synergy of I-U-R cooperation under the lead of the local government and the innovative project driving to improve the ability of the cluster innovation.The research results have both great theoretical value and practical significance.
