规划协调实施机制的现实性初探

Practical Exploration on the Implementation Mechanism of Coordination in Plan

城乡规划、土地利用规划、国民经济和社会发展规划在我国不同经济社会发展阶段都发挥了重要的作用,但"三规"在具体实施进程中存在规划标准不统一、规划内容交叉、规划布局难以有效融合等问题。研究从促进规划实施的角度,提出了现实条件下促进"三规"有机衔接的原则、目标、机制框架及有关政策措施建议。

Urban plan,plan of land utilization,national economic and social development plan have played an important role in China＇s different phases of economic and social development,but there exist many problems in ＂three plans＂ in the concrete implementation process such as inconsistent planning standards,cross planning contents,planning to fusion. The paper then puts forward the principle, target,mechanism and relevant suggestions on how to promote the＂ three rules＂ to full practical coordination
