体制改革与规划整合——对国内“三规合一”的观察与思考

Institutional Reform and Plan Integration——Observation and Thinking of Domestic Three Plans' Integration

为探索国民经济与社会发展五年规划、城乡规划、土地利用规划这三大综合性规划协调融合的发展动态和主要途径,本文总结归纳了体制改革和规划整合这两大类普遍采用的方式,并以上海、深圳、武汉、广州、重庆、浙江等地的实际案例加以分析阐述,最终提出对现实体制的对策建议。

To explore the trends and approaches of integration of ＂five-year plan＂, land use planning and urban planning, this paper analyzes the most prevalent ways, which refer to institutional reform and plans’ integration. Case analysis includes Shanghai, Shenzhen, Wuhan, Guangzhou, Chongqing, Zhejiang. Based on this, this paper puts forward suggestions on three plans＇integration under present system.
