国家数字化学习资源中心发展战略研究的SWOT分析

An SWOT Analysis of the Development Strategy of the National E-Learning Resources Center

国家网络教育数字化学习资源中心是由国家教育部、财政部2008年批准建设的重大项目,由中央广播电视大学牵头,国内6家单位负责项目的实施。本研究以无锡分中心开展的数字化学习资源大型需求调查及项目典型应用实践为依据,借助SWOT矩阵客观分析了国家数字化学习资源中心自身的优势和劣势、面临的机遇和挑战。本文从行政、市场的视角对资源中心的体制、机制建设、资源定价等发展战略提出了建议,希望能为资源中心后期的研究以及后续分中心的建设提供有益的参考。

The National E-Learning Resources Center(NERC) was established in 2008 to promote the construction of China's learning society and to meet learners' demand for a variety of learning resources.This article reports on a study of the strengths,weaknesses,opportunities,and threats of NERC.NERC is a government-driven initiative and there is a demand for E-Learning in China.These are its opportunities.Nevertheless,it also faces such threats as learners' demand for learning diversity and free access to learning resources.NERC has developed an innovative mode of learning provision and formed a strategic alliance for resource sharing.These strengths co-exist with such weaknesses as lack of user-friendly operations,loose coordination,and inadequate resource sharing mechanism.Informed by the research findings,suggestions are made specifically on how to overcome its weaknesses.
