这里结合某地级市应急联动中心的建设,详细介绍了应急联动中心有线调度系统的具体实现,提出一种基于TSAPI协议的有线调度系统解决方案。系统采用Avaya S8720/G650设备构建硬件平台,使用TSAPI协议开发有线调度系统软件,通过CTI技术充分利用计算机和通信网络信息交换的优势。该方案能够较好地满足实际应用对有线调度的要求,对于应急联动中心的建设具有很好的指导意义。

This paper, in combination with the construction of Emergency Command Center describes how to construct the wired dispatching system and proposes a solution of wired dispatching system based on TSAPI protocol. This system, with Avaya S8720/G650 equipments, builds up the hardware platform, with TSAPI protocol, develops wired dispatching software, and by CTI technology, makes full use of information exchange between the computer network and the communication network. This solution could fairly meet the practical requirements of wired dispatching, and also serve as a reference for constructing Emergency Command Center.
