This paper introduces the concept and connotation of ubiquitous intelligence and ubiquitous knowledge environment andputs forward that under the ubiquitous intelligence environment, the library should establish for the users the ubiquitous knowledge environment using ubiquitous intelligence technology. It discusses in details the ways and approaches to realize this goal： to adjust the existing form and service model of the library; to establish the ubiquitous library; to utilize ubiquitous service models, to make full use of mobile phones, TV and other intelligence carriers and to take broad cooperation with the network business agents.
