The urban-rural split situation,the divided system and the separated management of medical insurance in urban and rural areas have led to the dual patterns of the medical insurance of urban and rural areas.It is very necessary and imperative to unifying medical insurance as a whole in urban and rural areas.In the premise of clear policy,in order to promote equalization of public health services and to ensure the whole medical insurance get healthy,stable and rapid development,it is suggested to take measures such as innovating system model,improving management system,standardizing operating mechanism,and optimizing the allocation of resources.
