山东省城乡医疗保障制度运行效果的实证分析

Investigation and analysis on the effect of Shandong Province's urban and rural medical security system

山东省城乡医保各项制度的扩面工作取得了阶段性成果,但仍存在较多问题:公平性较差、制度运行效率低下、医疗资源未充分利用及违规现象难以有效监管等。采取进一步改革措施是解决以上问题的关键,而统筹城乡医保制度是其中行之有效的重要手段。

Extending the coverage of the urban and rural medical security system in Shandong Province has obtained good results.However,there are some problems：poor fairness,low efficiency,underutilized health care resources,and difficult to effectively monitor irregularities.Taking further reform measures is the key to solve the problems.Among them,unifying urban and rural medical security system is one important and effective means.
