摘要 2011年中国土地学会学术年会主要有13个重要观点,包括:利用第二次土地调查采用的遥感影像摸清村庄内部用地结构,农村居民点不断扩张成为我国耕地面积减少的重要原因,注意研究土地利用规划中的不确定性,土地利用规划应与交通规划相协调,公平分配土地增值收益,土地股份合作制有利于农地产权实现公平与效率的统一,地票交易制度是一项公平和效率兼顾的制度,补偿问题是影响农户退出宅基地的重要因素,集体土地上建设公租房与小产权房是不同的概念,我国土地督察制度实际是三种权力监督模式的结合,征地冲突风险评估主体有待完善,"十一五"时期多重因素导致我国土地财政收入大幅增长和加强农户耕地保护法律法规的宣传。 This paper mainly introduces the major standpoints proposed in 2011 annual meeting of China Land Science Society,these include: using remote sensing image adopted by the second land survey to feel out land-use structure within the village;the expansion of rural settlements has become the main cause for the reduction of arable land;paying attention to the study of the uncertainty in the land-use planning;land use planning should be in consonance with traffic planning;fairly distributing the yield of land value increment;land share-holding system is conducive to achieving fairness and efficiency of unity of ownership of agricultural land;securitized land exchange is a system of the balance between equity and efficiency;compensation issue is the key factor for farmers to exit their homesteads;building public rental housing and the housing of small property right on the collective land are the two different concept;land supervision system is actually a combination of the three power supervision modes;the subject of land expropriation conflict risk assessment remained to be improved;during the period of the Eleventh Five-Year Plan,multiple factors have led to substantial fiscal revenue growth of land in China;strengthening propaganda of farmland protection laws and regulations to the farmers.
